Glebe Loans. 


The Glebe Loans (Ireland) Acts of 1870 and 1871 (33 & 34 Vict. c. 112; 34 & 35 Vict. c. 100) were passed as a complement to the Irish Church Act 1869 (32 & 33 Vict. c.42). These Acts allowed the Board of Works to make loans to assist clergymen to erect, enlarge or improve their homes, to purchase up to 10 acres of glebe land, to purchase a residence or to assist in repayment of debt incurred for any of these reasons before 10th. August 1870.

The amount advanced did not exceed two thirds of the total cost of the works and had to be repaid at a rate of not less than five percent over 35 years. Loans were secured by three guarantors, not including the intended house occupant.

The Act was intended to last for five years but was subsequently extended (38 & 39 Vict. c.30; 41 Vict. c.6). Nearly £200,000 was lent by 1878.

Fr. James J. Kelly PP. Tulsk (1879 to 1888) would appear to have taken out such a loan. Though his original records do not seem to have survived (see "Guide to the Archives of The Office of Public Works" by Rena Lohan. The Stationery Office. 1994 page 260 - 262) the receipts for his loan for the years 1883, 1885 & 1886 have survived are are illustrated below. In 1889 Fr. Kelly moved to St. Peters Parish, Athlone, where he was to spend the remainder of his career. He died in 1916. He is remembered in Athlone through the Dean Kelly Memorial National School which was founded in 1926 and named after him.

Eight pounds, seven shillings. Half-yearly instalment to 10th. October 1886, in repayment of loan, including one shilling insurance.

Glebe Loan Receipt dated 10th. May 1886.

Eight pounds, twelve shillings. Half-yearly instalment to 5th. April 1886, in repayment of loan, including three shilling insurance.
